The Jamaican replaces the injured Boubacar Kamara at London Stadium as Unai Emery’s team chase a third straight win.
In Kamara’s absence, John McGinn is a likely candidate to fill the Frenchman’s role in midfield, with Bailey playing further forward.
Diego Carlos returns to the matchday squad for the first time since he suffered an Achilles injury in August.
